So unless you want to build a custom version of SSH and or PAM the only option I see is to prevent PAM from reporting the expired password to SSH If you do this it will disable expired password checks over SSH entirely even if the user is logging in over SSH with a password I think the easiest way is to set the account to expire as well as the password If they occur on the same day then the user will still get the warning and be able to change their password before it expires but once it does expire they will not be able to login and or change their password
