Even verifying the files and trying to make a new desktop shortcut from the game library results in the same blank icon your files got disassociated with steam because you did a windows update most likely you must make custom shortcuts in the way that I showed i m saying right click STEAM ITSELF and create shortcut like shown in the gif So i faced this problem too and i came up with a solution click on the icon with RMB Properties change icon open game folder in steam steam apps steam library choose the game icon then click on apply OK i had to restart my computer to make sure that it worked and yeah it did i hope it will be helpful for you guys

Before explaining how i did restore my shortcut icons I ll describe my problem I had some games on drive D and after reinstalling my Windows 11 drive C and installing Steam also on drive C I ve added D drive to Steam When creating the desktop shortcut for games from drive D I saw that all the icons were missing EDIT2 Interesting thing The icons I get steam to download can easily be redownloaded using the verify integrity function The problem games cannot It is like steam is unable to recognize that the games I have backed up are missing icons even when it clearly has the ability to recognize when I have deleted an icon in the icon folder
